FEMA Building Resilient Infrastructure and Communities (BRIC) Funding

The Building Resilient Infrastructure and Communities (BRIC) program provides federal funding for pre-disaster hazard mitigation. It supports projects that strengthen infrastructure, reduce risks from natural hazards, and build long-term resilience. State, territorial, Tribal, and local governments can apply for funding.

BRIC can be relevant to public owners planning infrastructure improvements before a disaster occurs. Civil engineering firms such as Firm owners can support an agency's project development and delivery, but the agency applies for the grant. The official FEMA BRIC program page provides program information and updates.

What it funds

BRIC funds pre-disaster mitigation activities. Projects are intended to strengthen infrastructure and reduce risks from natural hazards. The program's resilience focus may fit public infrastructure projects that address hazards before they cause damage.

FEMA evaluates projects submitted for National Competition funding using six criteria.

Who applies

Eligible applicants include states, U.S. territories, federally recognized Tribal Nations, and local governments. An engineering consultant does not apply directly for a public owner's project. The eligible government applicant submits the grant application, and consultants may support the agency when engaged under applicable procurement rules.

For the Fiscal Years 2024 and 2025 annual grant cycle, eligible applicants and subapplicants were required to apply through the FEMA Grants Outcomes (FEMA GO) portal. Check the official program page for current application instructions and eligibility requirements.

Award size and funding available

FEMA made $1 billion available for the Fiscal Years 2024-25 funding opportunity. Agencies should check the official program page for award details, cost requirements, and any funding limits that apply to a future cycle.

Cycle and current status

FEMA published the Fiscal Years 2024-25 BRIC funding opportunity on March 25, 2026. The application period for that annual grant cycle is closed. The deadline for subapplications was 3 p.m. ET on July 23, 2026.

FEMA is currently reviewing submissions against program requirements and evaluation criteria. Check the official program page for status updates and future cycle information.

How consultants win the design work

Agencies apply for BRIC funding. Consultants are selected separately by the agency through qualifications-based selection (QBS) for professional services, subject to applicable procurement rules.

Depending on the solicitation and program rules, consultants may provide planning, benefit-cost analysis, grant writing support where allowed, design, and construction phase services. A Benefit-Cost Analysis helpline is available. Agencies and firms should check the official program page and applicable procurement requirements to confirm which services are eligible and how they must be procured.

What owners should do now

  • Review the official FEMA BRIC page for updates on the current review and information about future cycles.
  • Identify infrastructure projects where pre-disaster mitigation could strengthen assets or reduce natural hazard risks.
  • Prepare project information and benefit-cost analysis support for a future application, using FEMA guidance and the available helpline.
  • Plan consultant procurement through the agency's applicable QBS process, including the scope for planning, grant support where allowed, design, and construction phase services.
