What this means for owners
The median in Altoona, PA runs 4 percent below the Pennsylvania statewide figure of $97,850. That gap helps margins on fixed-fee work, but it also makes your staff easy targets for firms recruiting remotely from higher-paying markets.
The 90th percentile is 1.8 times the 10th ($68,970 to $124,950). Use the 25th to 75th band ($76,950 to $109,470) as the working range for licensed staff, and keep principals and senior PEs near or above the 75th.
A location quotient of 1.59 means civil engineers make up a larger share of local jobs than the national average, so the talent pool is deep but competition from agencies and large firms is real.
