Level of service

Level of service is a letter-based measure used in some transportation analyses to describe operating conditions for a road, intersection, or other facility. The definition and method depend on the facility and analysis framework. It does not capture every user experience or policy goal. Agencies may use additional measures to guide decisions and communicate impacts.

Why it matters for owners

Clients may interpret the label as a broad quality judgment. Explain the measure, assumptions, and limits in reports.
