Public-Private Partnership (P3)

A long-term arrangement between a public agency and private parties to deliver or operate public infrastructure. A P3 can combine design, construction, financing, maintenance, or operations in different ways. The structure, procurement rules, payment model, and risk allocation vary by jurisdiction and project.
