Best-Value Procurement

A selection approach that considers multiple stated factors, which may include qualifications, technical approach, schedule, and price. The buyer assigns weights or otherwise explains how proposals will be evaluated. Rules differ by agency and procurement, and the solicitation defines how tradeoffs are made.
